Place the flour, yogurt, water, ghee and baking powder in a large mixing bowl and combine with your hands until a smooth, but not sticky, dough forms.
Roll into 3-inch balls and flatten to ΒΌ-inch-thick with a rolling pin. Set aside.
In a medium bowl, sift together the powdered sugar, cinnamon, cardamom and cloves, then set aside.
Heat the oil in a large pot over medium-high heat.
Cut each dough disc into quarters and fry until golden.
Drain briefly, place on serving plate and sift the spiced sugar on top. Serve immediately.
